
Animal Cruelty and Abuse Laws
Thirty-one states currently have laws making certain types of animal cruelty a felony offense: AL, AZ, CA, CT, DE, FL, GA, IA, IL, IN, LA, MA, ME, MI, MO, MT, NC, NH, NM, NV, NY, OK, OR, PA, RI, SC, TX, VA, VT, WI, WA. The remaining states allow for a misdemeanor only.

Most of these statutes were researched and compiled by the American Association for Horsemanship Safety. Further, they were reviewed and updated as needed in September, 2001. Obviously, the Tarlton Law Library at Texas U yields better results on this subject than the Internet! I’ve been working on this page for 3 years, and by the time I was finally nearly done, half of it was out of date and the links no longer worked. If there is one thing I miss about San Francisco, it was the Law Library at work.
